Ireland has a USD
50 billion multi-currency Euro Commercial Paper (ECP) Programme which is
listed on the Irish Stock Exchange. This programme, which provides funds
at attractive levels, significantly below Euribor, is used as bridging finance
in the replacement of longer term debt and for other liquidity management
purposes. The dealers under the Programme are:

Typical trades are in amounts of USD 50 million to USD 100 million. All non-Euro borrowings
are immediately swapped into Euro using foreign exchange contracts.
Housing Finance Agency EUR 6 billion Euro Commercial Paper Programme
Under legislation governing the Housing Finance Agency
(HFA), the NTMA
carries out the HFA's
borrowing functions under its 6 billion euro multi-currency Euro Commercial
Paper Programme. The HFA's
borrowings are for onlending to local authorities for the provision of social
housing and are guaranteed by the Minister for Finance. They have the top
short term credit ratings from Moody's and Standard & Poor's. The
dealers on Ireland's ECP
Programme are also dealers on the HFA
Programme.
