NTMA announces the publication of the Irish Sovereign Green Bond (ISGB) Allocation Report for 2025 and the Impact Report for 2024

20 August 2026 – The National Treasury Management Agency (NTMA) announces the publication of the Irish Sovereign Green Bond (ISGB) Allocation Report for 2025 and the Impact Report for 2024. Both are issued by the Government of Ireland.

The Allocation Report details a total of €2,308 million allocated to eligible green projects in 2025. It also contains case studies which focus on environmental and social impacts. Since the launch of ISGBs in 2018, a total of €13,900 million proceeds has been allocated.

The Impact Report is issued in accordance with the 2018 ISGB Framework. It details the environmental impact measures connected with the 2024 Allocation Report and is spread across the six eligible green categories:

  • Built Environment/Energy Efficiency
  • Clean Transportation
  • Climate Change Adaptation
  • Environmentally Sustainable Management of Living Natural Resources and Land Use
  • Renewable Energy
  • Sustainable Water and Wastewater Management

Both reports released today have been independently reviewed by ISS Corporate, a leading provider of expert advisory and sustainable finance services, which found them to be in alignment with the commitments in the 2018 ISGB Framework.

Note:

ISGBs are designed to provide investors with the financial features of standard Irish government bonds combined with sovereign green bond market practices. The proceeds from ISGBs are paid into the Central Fund in the same manner as standard government bonds and are allocated by a Working Group against Eligible Green Projects which generate a positive environmental benefit. There are currently €13,665 million nominal of ISGBs outstanding.
